It looks like the Open Directory Project is back up and running again. While editors were given notice that they could access their editing panels again back in December, submissions had been down for quite some time. I was able to successfully submit "The Lactivist" to a category, though there's obviously no telling how long it will take for an editor to find and review it.

As always, make sure that you carefully read the submission guidelines before sending in your site. It's also important to realize that while submissions are live again, there's no word on how long it will take for editors to return to their tasks or how soon they'll begin accepting new editors. So submit your site if you've been waiting to do so, but I wouldn't hold your breath in regards to how quickly it will be reviewed and posted.
